Isi artikelthe implementation of regional autonomy eventually changed state-society relations from the overwhelming domination of central government under Soeharto, in which policy making processes were subject to tight control, to looser state control with civil society exercising more influence. Clearly, the change brought much greater participation of civil society in making public policies. Local councils (Dewan Peiwakilan Rakyat Daerah, DPRD) became the political vehicle for stronger political parties. The role of civil society also became more important vis-a-vis the local government. In short, decentralization was a firm objective of the government aimed at improving service delivery at the local level, but it was also created some challanges and a source of disruption during its implementation (2001-2013).
