n Indonesia, decentralization phenomenon has been done very extensive, since the landscape of politics and government in this country want to be reformatted to promote the widest possible autonomy. In the rise of this study, it is natural if there is controversy. Just that in this stretch of controversy there is a mainstream thinking which has a long endurance, and therefore important to be observed. Why is that so? In this mainstream frame of thought that the fate of decentralization and regional autonomy is trapped. That trap makes radical or paradigmatic desirable changes are not materialized. For that, the way we understand and analyze decentralization, and apply it in practice, should also be analyzed. The study at the level of meta-analysis, more clearly, at the level of analysis-of-analysis, intends to find the problems of science, which in turn precisely threaten the success of the decentralization process itself
