The decision-making elite in industrialized countries sees cheap oil as the passport to economic growth. Iraq's current economic situation and the difficulties resulting from sanction, threatens regional stability, probable cost of reconstruction and its financing, as well as trade and investment opportunities. Based on the 1973 dollar exchange rate, the basket price reached a high of $15,93 per barrel in 1983, fell back to $6.70 per barrel in 2002; it was 30.8% below the 1974 level and 58% lower than the all time high of $15.93 per barell. Taking into account the waste and wars, this has resulted in economic crisis affecting the majority of OPEC member countries. Industrialized countries have benefited from fall of energy prices, especially during the counter shocks of 1986 and 1998, but they have not yet found the answers to their unavoidable dependence on oil from the Middle East. The military victory of the US and British Forces on Sadam's regime, has caused a political fiasco in Iraq. This country now faces a plethora of political, financial, and technological obstacles that prevent it from developing its large oil reserves.
