Implementation of district autonomy carried implication on the emerging of district government and local community in assessing the local natural resources. The assessing natural resource of trans territory had become the cause of conflict among local government in one district dan the community of other district. In connection with this problem, this article tries to discuss the problem management, show that state law exercise is primarily the manifestation of social and cultural collectivity of the society.
