It has been about 100 years people over the world use the term of guidance since the early Parsonian period in 1908, and then guidance and counseling until the early years of 21th century. In the years of 1970-1980 there was a strong movement to combine the two words (guidance and counseling) into one word: counseling, and this single word was then used to indicate that the counseling profession was an independent, steady and respected profession. In Indonesia guidance movement was generated in the years of 1960-1970 with school setting as its orientation. The terms of guidance and counseling were used, and in the early years of 21th century the use of the single term of counseling is introduced. The Indonesian State Law (Number 20) on the National Education System (established in 2003) gave a great momentum to the guidance and counseling movement to enhance and strengthen counseling profession. According to the law, counselor is educator, the professional who works in terms of educational endeavors. Within this legal regulation, proffesional who works in terms of educational endeavors. Within this legal regulation, all of the counseling profession in Indonesia is to be integrated into education profession.
