In 1999, Indonesia is starting a nation wide and multi year early Childhood Education program. The investment is based on studies in developing and developed countries which confirm that early childhood physcho social stimulation is a crucial component for child development and growth, besides nutrition for under fives. Since children should be viewed as a whole child and not as a compilation of needs which belong to line (sectoral) ministries, one should be aware that until this date the treatment of the matter is very sectoral an approach which compromise the children. This paper outlines a number of challenges and propose pathways which may be undertaken to overcome sectoral shortcomings. A number of examples from a World Bank comparative study are presented.
