According to the pricnciple of Legal State, any lower level regulation shall not be contradictive to the higher level regulation. Since independence of the Republic of Indonesia, there have been many regulations whch are overlapping and contardictory to the higher levels of regulations. In order to eliminate the uncertainty of legality in our state, legal harmony must be established by either the Executive Board in collaboration with the Lesgislative Board or by the Supreme Court through the implementation of Judicial Review.
