in the context of local autonomy, the direct election of local heads is expected to strengthen the local heads" posotion and simultaneously reduce the DPRD"s intervention so that "political transaction" that delivers the so called "moneypolitics" could be minimized. by this, then, the practice of money politics whith are rampant so far in regions could be lessened. However, reducing the money politics and strengthening the local democracy are two different things. In modern democratic countries, the direc local head election (mayor, oberbuergermeister) is meant as one of the instrument to strengthen public participation in the local governance. the public decide and directly elect their local heads. the direc election simultaneousli gives a politically strong poticion to the local heads against the local house as possessed by the patters of "strong mayor" in USA and oberbuergermeister in Germany. On the other side, in same developing countries, the direct local head election and the separation of power between the local heads and the local house are tringgering the emergence of coruption caces and the ineffectiveness in the local governing. Bad governance practices in the direct regional head dilection in developing countries has been posible done through the weakness of controlling function of the local council on the performance of the local heads: Some of the worst cases of coruption and ineffectiveness are asociated with the direc popular election mayors of chief executives and a separation af powers between the elected chief and repreventative councils.
