The international competition of manufacture products, which is getting toghter nowadays, requires the competitors, especially the developing countries, to improve their technological capability. The Indonesian economists are in favor of the policy to focus on the market mechanism and undistorted price. This paper attempts to argue that such a policy is not sufficient to develop manufactures industries to have an international competitive power.
