Political liberalism is a modern philosophical ideology which emerges against all forms of absolute and authoritarian power. As we know, wherever the absolute and authoritarian power will obliterate the spirit of freedom and deprive the principle of equality of man. Historically, liberalism then beget democratic-constitutional state in some European country. That kind of state need to protect and to guarantee the civic rights like right of freedom, equality before the law and security. It is Locke, a very famous political philosopher who firstly lay the foundation of liberal governance. Then comes after Locke, Montesquieu introduce the concept ' Trias Politica' for preventing the abuse of power in order to ensure the individual freedom. Other famous philosopher, Immanuel Kant emphasize the importance of vthe autonomy of the will' in creating the law. Not only that going with the same route, but also going beyond his predecessor, Habermas as a one of Germany contemporary thinker, introduce procedural democracy. Habermas political thinking try to find a way not only for how to guarantee the individual freedom, but he seeks a way to ensure that the civics political participation could be well implemented within a democratic and constitutional state. Because only through the well civic political participation, the law could be seen as legitime.
