Based on the secondary data taken from the result of research as performed by any parties, it is reported that the causes of traffic accident in Indonesia are dominated by Human Behavior as 90%, Infrastructure as 3%, Vehicle's Technology as 6% and Environment as 1% (Report from Ministry of Transportation). From the hypothesis above, a research conducted by Said Djamaluddin, a Lecturer at Post Graduate Program UPN "Veteran" Jakarta, indicates that Human Behavior proved as 15%, Infrastructure as 52%, Vehicle's Technology as 36.2% and Accident caused by Transport Policy and Legal frame work as 62.2% (partial research). However, according to the result of simultaneous research 67.5% and the reset 32.5% is caused by other factors like environment. The variable above is symbolized as "Key word Variable to Reduce Accident" and almost always used in 7 countries. Due to the accident by other factors still performs high rate as 32.5%, then the researcher was keen on conducting research repeatedly through Structural Equation Modeling (SEM) program with path analysis. Result of the research actually demonstrates level of tightness of Manifest Variable of Human Behavior toward Manifest Variable of Vehicle Technology as 97.6%, while accident caused by Latent Variable is highly supported by Speed factor as 86.9% and by Fatigue factor as 77.7%. Between Manifest Variable of Vehicle's Technology and Variable of Infrastructure is caused bu Latent Variable of Accident Potential Area as 86%, Data of Road Feasibility as 85%, Two-way Road as 63.2%. Meanwhile, Manifest Variable of Transport Policy toward Manifest Variable of Vehicle's Technology and Manifest variable of Infrastructure shows low level of tightness as 36.7%, Type Test for Vehicle repeatedly get accident as 79.3% and designing contour for heavy vehicle markers as 77.7%. The final target of the research is to find out which latent variable that should be in notice from each manifest variable.
