Today's school counselors are faced with demands to demonstrate th eimpact and effectiveness of their counseling services. More recently, school counseling services emphasized the use of data and evaluation for service improvement and professional accountability. In brief, evaluation has become a centerpiece of the school counseling profession. School counselors should be proficient in the collection , analysis, and interpretation of implementation quality of classroom guidance services and related data. This research aim to produce an assessment model of implementation quality of classroom guidance services used by elementary classroom teachers. This research strategy based on R & D model of Plomp and conceptuality of instrument construct based on The Four Levels Kirkpatrick's evaluation model.
