Abstract
The urgent need to respond to global climate change and the commitment to reduce greenhouse gas emissions in accordance with the Nationally Determined Contributions (NDCs) established in Article 6 of the Paris Agreement has propelled the global community into a race to realize climate improvement aspirations through the development of legal frameworks. These frameworks incorporate positive elements such as those found in the models of Japan and New Zealand to achieve maximum effectiveness in emission reduction. The research methodology employed is normative juridical, with data collection carried out through literature studies and official documents related to carbon trading policies in the three countries. This research highlights the differences between Japan's decentralized approach and New Zealand's centralized approach, and examines how a combination of these two approaches can be adapted within the Indonesian context. The research indicates that Indonesia could benefit from a hybrid approach that combines the flexibility of Japan's decentralized model and the efficiency of New Zealand's centralized model. It also emphasizes the need for the development of supporting infrastructure and regulation, the provision of adequate incentives for emission reduction, enhancement of public participation, and implementation of a transparent monitoring system. This offers vital insights for policy makers in Indonesia to develop an effective carbon trading legal framework that not only supports the achievement of NDCs but also contributes to the development of a sustainable green economy.
