According to Transparency International Indonesia (TII), the perception of corruption In Indonesia has not changed significantly. Corruption phenomena occur on central and local government. In local goverment, the corruption exists through the implementation of Regional Budget, the procurement of goods and services, business licensing services, and collusion between the incumbent with the bureaucracy, business and society. Without a strong political will of central government in realising good governance implementation, corruption is a threat to democracy and decentralisation it self. Combating corruption in the region needs to be done by redesigning the system and consistency on law enforment.
