The success if rural development can be seen from the increase of prosperity in the community. Since most population lives in villages the success will naturally elevate the prosperity of the majority of the Indonesian people. It is therefore undeniable that the success in rural development is indeed a yardstick for the regional and national development as a whole. The method to be used must be a unified developmental approach bringing together the program from the government and the rural communities as can be seen in the LKMD and LMD. Through these two units community participation plays the role of a planner, executor, financier as well as benefeciary of the development.
