The licensing policy of shareholding banks through PP No. 29 Year 1999 conducted by Government of Indonesia since the financial crisis in 1997-1998 gave foreigners an opportunity to own banking stocks up to 99% the proportion of shares of bank industry. The policy is still ongoing and increasing ownership led by banking stocks foreign parties. This gives positive and negative impact on the growth of Indonesia banking industry. The purpose of this study was to determine the development of foreign ownership banking stocks in Indonesia, and know the the application of the principle of equality of ownership of bank stocks to the growth of the banking industry that needs to be implemented in Indonesia, with a comparison of policy ownership restrictions in other countries.
