Legal policy may group in two viz. legal policy as ground of legislation named as basic policy, and legal policy as objective or reason of enactment of legislation called as enactment policy. The basic policy is naturally neutral and consists of universal value of good and the reason of law making. The enactment policy has been carrying of political wish that may depend on what the wishes of law maers are,and explicitly stated on consideration clause and general explanation. The enactment policy has been influenced by external and internal factors. The external factor is a factor which is sourcing from foreign such the wishes of international finance institution (IMF appointed and funded the nederland's experts to propose insovency bill of indonesia together with the indonesian team), the wishes of state donor and the obligation of international agreement. The internal factor is a factor which is initiating from domestic environment such the wishes of individual or group of elite power of law makers, the wishes of political parties, the wishes of NGO's and also the wishes of community.
