The structure of power in Indonesia is made up of executive and legislative that divided into three levels which are the central government, provincial and regency/ city. In addition, there is still another structure of government under the regency/city which are Districts and villages. Development undertaken by all levels of government has different effects towards female citizens and male citizens in any sectors of development, especially the political development and social welfare. Any development indicators that can be measured are put the position of women in all fields less significant such as education, health and economy, for example, the level of birth mother's death is still very high compared with neighboring countries in ASEAN. This paper attempts to explain the extent to which democracy and development can be said to have a gender-friendly paradigm, particularly how to give a good explanation of the conceptual framework of women among the women in development and gender in development, and the empirical experience of women in development in Indonesia. There is critical questions that can be deal with the above contacts. Can the women survive in the village that is limited employment opportunities due to the mechanization of agriculture or becoming migrant workers both domestically and abroad is the best solution ?
