Mainly, there is a significant difference between village autonomy and regional autonomy-district and province. Districts and provinces have got the autonomy from the village autonomy since they existed. As a result, with or without decentralization, the village autonomy still exists. Because of that, it is necessary to the village understand how the state recognize these autonomy. As above mentioned, North Luwu Regency tried to reconstruct the village government to be a self-governing community. Another effort was made by reviving the traditional rights of rural development based on local customs and culture. Dealing with that, the Regency Government North Luwu issued the law No. 12 of 2004 on Empowerment, Conservation, Development of Indigenous and traditional institutions. The will to reconstruct the village government to be an autonomous entity. It is not easy. There are two reasons why it cannot happen. First, the success of the country conquered the village through the process of bureaucratization that lasts longer, making the mindset of the bureaucrats are always seen a village as a sub-ordinate of the Regency. Therefore, it is quite difficult to meet a village as a unit traditional law because the village's communities are less practicing their values and customs.
