Indonesia continuously develops hub ports for its logistic activities. There are at least two ports currently called hub port, namely Tanjung Priok in Jakarta and Tanjung Perak in Surabaya, East Java. The former is designed to cater western parts of the country, while the latter is used for Eastern regions. From a business perspective, however, those ports are grossly not proper to be called as such since they lack the very substantial component of a hub, that is, the spoke or connections. It is widely known that both ports are only connected to several destination in domestic legs, and lesser at the overseas harbors. Consequently, logistic costs in Indonesia are higher than those in the neighboring states like Malaysia, Singapore, Thailand or even Vietnam because the shippers have to arrange cargo haulage in separated procedures. This paper discovers that the condition is due to the lack of strategic measures on the part of the Indonesian government when the ports were constructed. In other words, the developments of the existing hub ports have been planned without an understanding of the importance of the network. Additionally, this article also provides practical suggestions for the government in building two hub ports.
