Despite the enactment of law and regulation on environment, environmental polution, especially of water and air, continues to increase in an alarming manner, Government Regulation No. 29, 1986 on analysis of environmental impact (AMDAL) which brings about various programs, workshops and training seems unable to prevent polution right from start. A system of network where permits on areal development, understanding, conscoiousness and law abundance among all involved is needed to avoid natural catastrophies such as those happening in Bhopal and Chernobil. More attention should also be pair do the membership and the qualifications of the members in order to provide a clearer future policy. Assistance to the economically weak population must be made more spesific and means must be sought to obtain the goal.
