Deciding medical service priorities differs from one country to another due to different circumstances. As a developing country Indonesia struggles to determine these priorities in the contexts of the development of the economy, social values and politics. Our primary challenge is how, within the limited funds provided, to render the health services that would hit the bull's eye, just and prosperous for the society.
