Compared with any other sector, people living in agriculture sector is poorer. On the average, an Indonesian peasant has limited infrastructure and facility of production and market, lack of access to capital sources, and limited information and technology. The Effectiveness of the Empowerment program was measured by indicators of its output and outcome, with quantitative and qualitative methods including survey, in-depth interview, observation and document ary data collections. The research showed that the DPM program is effective according to qualitative measurement; it is consistent to the program plan, with high output and outcome. However, in terms of quantitative measurement, the effectiveness of the program is low because it is only able to achieve 50 % of the KPI, or 15 recorded at the ofoce Fishery Family Profice of Sleman, or less than 15 % out of total fisher at Slemen
