The breakdown of the central planning system of the former Soviet Union (FSU) occasioned a severe economic depression, personal income has fallen sharply, and unemployment and severe poverty have emerged as serious problems. The attendant public sector fiscal crisis has weakened the provision of social services and social support, increasing the pressure on the family and societal networks.
