I am very pleased today to be invited to attend this conference, whose theme is “Money and Financial Markets in Asia : A Challenge to Asian Industrialization.” I regard this theme as particularly meaningful. When comparing the processes of industrialization in Taiwan and other newly industrializing countries, an important difference in my opinion is the role played by foreign capital. In other Asian countries, foreign capital has had a very significant role to play in funding the industrialization process. However, in Taiwan, the need for funds for the development of industry has by and large been met, since the early 1970s at least, by an abundant supply of domestic savings. In other words, Taiwan's industrialization has depended more on domestic capital and the local financial sector. With this in mind, I would now like to explain the financial sector's role in industrial upgrading in Taiwan.
