Isi artikelAlthough South Asia has little comparative advantage in foodgrains, several factors prevent its becoming a significant net importer. Domestic production of foodgrains must grow substantially. Because a net transfer of natural resources out of agriculture is expected, new knowledge incorporated in technology, human resources, and institutions must be substituted to minimize further resource degradation. Two policy domains are identified in the paper : favored areas and non - favored areas for agriculture. In favored plains areas for agriculture, there are excellent prospects for large increases in production of rice during the monsoon when the opportunity costs of land and fresh water are low. In non-favored areas, priority should be given to assigning control of natural resources to local inhabitants, who often have excellent track records of resource management and conservation. Ultimately, the non - favored areas will import rice and other foodgrains from the plains while specializing in high value crops, and this will increase the incentive for resource conservation.
