During the 1970's and 1980's the traditionally labour - ntensive textile and garment industries in the developed countries experienced rapid technological change, both in regard to product as wella sprocess technologies. As a result of these technological change, both in regard to product as well as process technologies. As a result of these technological developments, the international competition which was traditionall based on price and scale economies has been transformed into one which is based not only on price but increasingly on technological innovation. As a result of these technological changes, new barriers to entry have arisen for textile and garment producers in the developing countries, including indonesia. This article presents the findings of a field survey held by the author to assess to what extent the textile and garment producers in indonesia, including national domestic firms as well as joint ventures have developed the necessary basic technological capabilities enable them to meet the increasingly strong international competition. The findings of the survey have indicated that a number of indonesia's expoert - oriented textile and garment firms have been able to develop the basic technological capabilities required during the early stage of export - oriented industrialization, namely the investment, production, and minor change capabilities. However, the interviews with the managers of a number of textile and garment firms also revealed that in general these firms are still weak in precisely those technological capabilities which are important to raising the international competitiveness of these firms, namely the marketing, linkage, and major change capabilities.
