Worker's organizations in indonesia had been growing since the beginning of the dutch colonial era. Coinciding with the national movement and struggle for the independence proclamation. However, this had made the struggle of indonesian workers' organization weak and less effective. Therefore, it is only fitting to mention, the commitments and intiitatives of the leaders of the 21 workers' unions on february 20, 1973, to merge their organizations into a single federation, FBSI (Federasi Buruh Seluruh Indonesia) should be appreciated. An administrative coocrdination unit was set -up in each company in accordance to its field of business. In the second congress of 1985, FBSI agreed on adopting a unitary chain of structure with several departments. The name of FBSI was changed later on, and up until now is known as serikat pekerja seluruh indonesia or SPSI, the all indonesian workers union. In its congress, held in 1990, SPSI changed the departments to 13 sectors of which each has its own central as well as province and town functionaries. The minister of man power act : number 1 / 1994, states that it is permitted for each company to set - up an independent workers' unit.
