In recent years, many multinational vehicle manufacturers have opened the opportunity for local Indonesia’s auto component industries to fulfill their component needs. Unfortunately, auto component suppliers which typically consist of small and medium enterprises (SMEs) are still very hard to be competitive. In order to overcome the problems, SMEs need help from other institutions which concern to their growth, such government, universities, and large industries to improve their competitive advantage. The concept of Industrial cluster, which is introduced by Porter, will empower any scale of industries as well as other institutions (non industry) to work together in increasing competitive advantage. This study represents a qualitative research aims to construct a model of auto component industrial cluster in Sidoarjo, East Java that would be beneficial for local government as well as researcher to perform future research and any operational programs in developing this cluster in other to increase their competitiveness. Competitive advantage itself means the ability of a firm to create value for its buyers. Moreover, the value will be simply calculated by the amount buyers are willing to pay for what a firm provides them. Therefore, this paper will also study the value chain of the auto component industrial cluster.
