QFD usually requires four matrices: product planning, parts planning, process planning, and production planning matrices, respectively. The first is a planning matrix to translating the customer needs into measurable product technical requirement. This paper is aimed at developing technical requirement determination model using Kano’s model to determine the degree of importance of the customer needs. Zeroone goal programming is used to select an optimal set of technical requirement, and is constrained by improvement budget and competitors information. The developed model is tested using a hypothetic case and can be solved with LINDO 6.1. Validation of the model is conducted through sensitivity analysis.
