White sugar is an important commodity Indonesia and government has to control its availibility and price to fullfill national demand. However, previous experience shows i.e scarcity of product availability and fluctuated of price due to unbalanced supply and demand quantity. This paper proposed a model to control availability and price of white sugar for case of one commodity and multi region case. One time horizon into four period: (i) beginning of harvesting period, (ii) end of harvesting period, (iii) beginning of planting period, and (iv) end of planting period. There are two type of region considered (i) deficit region and (ii) surplus region. A price band is determined to define maximum and minimum price of white sugar. The government has three policy option to control the availability and price of white sugar (i) price support program, (ii) price stabilization program, and (iii) import program). This problem is modeled as mathematical programming problem with objective function to maximize total benefit of producer, consumer, and government. Numerical example is provided to illustrate model mechanism for controlling availability and price of white sugar in both region.
