Isi artikelThe intensity of retail business competition increases rapidly since first semester of 1990 which was triggered by the liberalization of foreign investment, trading, and the society life style in developing countries. Indonesia experiences the same phenomenon and it causes the market share of traditional market decreased and modern market experienced an increasing market share. Revitalization becomes the main effort for local government to improve the traditional market performance. Some of traditional markets in Surabaya Indonesia have been revitalized. But, the revitalization efforts only focus on physical developments, not yet include the service and management aspects. PD. Pasar Surya Surabaya that responsible in managing the traditional markets in Surabaya considers that their logistics management still get less attention whereas this logistics is a critical aspect for improving traditional markets performance. This research intends to build a logistics policy model on traditional markets. This model will consider all logistics variables that critical to traditional markets performance. A dynamic system approach will be used to build the model since this approach could simulate dynamically cause-and-effect relationships among the critical aspects. The result of this study is expected useful for the government to construct their policy in term of improving traditional markets competitive advantage.
