Using qualitative method and different theories of organization, bureaucracy and management, and interviewing informants in the Papua Province and municipalities, the objective of this research is to analyze the structure and authority of the local governments in implementing special autonomy. Its main finding indicates that the change of the structure and authority tends to symbolic - normative - and partially introduced. The research discloses that the special authority of the local governments there, in reality, still cannot be comprehensively applied. Factors and issues such as of the existence of regional provisions, financial and political matters, Jakarta's dominant control, apparatus performance and the Papuan People's Assembly (Majelis Rakyat Papua-MRP) influence their ability in exercising their new structure and authority in the so-called the new era of special autonomy.
