Specifically, free trade leads to increasing trade flows in one hand, and on the other, declining role of the government in making regulations, supervisions, and protection of trade. The rising figures of import resulted from the increasing trade flows eventually put pressure on domestic entrepreneurs. In relations with this, findings of this research-which took place in the Riau Province-discloses that amid the shrinking trend of government role, the (regional) government is needed to take initiate to persuade investors not to move to other countries. Its role is also still needed in minimizing production cost, such as in supporting the provisions of adequate workers facilities, improving infrastructures, and pushing the development of small and medium enterprises.
