This paper argues that the aspiration for regional enlargement cannot be separated from elite consensus. Findings of its research reveals that elite consensus can develop into a political agenda in national level of agencies of decision making. The writer argues that the political elite used their own participation channel to transform their aspirations to become political movement. They conducted lobbies and provoke their supporters to make show of force or organize, sometime violent, mass-demonstration.
