Isi artikelThe objectives of this study are (A) to consider the promotion of migration from Japan’s three major metropolitan areas to regions outside those areas, and (B) to examine the potential for the activation of endogenous employment creation in regions outside the three major metropolitan areas, using those migrants. The issues behind this are concerns that, due to external dis-economies and other factors, population decrease in regions outside the three major metropolitan areas and economic disparities with the three major metropolitan areas will not be resolved smoothly, unless some form of policy is put in place. The factors inhibiting migration include work-related aspects and aspects relating to relocation; with regard to (A), methods of increasing the probability of finding a job and the probability of being able to relocate are discussed. Moreover, with regard to (B), this paper discusses matters such as what kind of companies located in regions outside the three major metropolitan areas value migrants highly and what kind of migrants are valued. The results obtained from this study imply what kind of responses are possible in order to resolve the aforementioned problems in regions outside the three major metropolitan areas.
