The changing values as reflected in the new administrations in both countries will have an impact on their relations. The Clinton administration is bound to be result - oriented and also views economic prosperity as a national security issue. An example of the American views on trade is seen in the discussions of Japan -US talks on semiconductors. The Japanese government has recognized the high cost of regulations which are keeping the consumer prices high and which are trying to deregulate. But it also faces the problem of stimulating the economy. The problems created by Voluntary Import Expansion are discussed. But it recognizes that constructive measures can be taken to increase Japanese imports.
