The reform of health care financing in Japan is done piecemeal because the public has an ambivalent attitude towards paying for health care. So, the Japanese method to the problems of escalating health care costs is one of “revisionism”. The only drastic change was the increase in public expenditures under the “Gold Plan”. Systematic revision will not be made until the next century.
