The objectives of this paper includes: (1) investigating the relationship between organizational innovation climate and organizational learning; (2) examining the impact of the factors of organizational innovation climate and organizational learning on organizational operating performance; (3) analyzing the difference between importance degree and perceived satisfaction degree. We conclude from 351 effective questionnaires as below: (1) Organizational innovation climate and organizational learning are positively related to operation performance. It means the organization may enhance its management achievements via better innovation climate and learning capability. (2) Observing from the study on Taiwan education institutions, the perceptions on organizational innovation climate and organizational learning are different. (3) Organizational innovation climate is positively related with organizational learning.
