In this paper, it considered relations with the bio metabolism system and the QC process chart. In the case of a system and a system of the congestion, it considered whether each structure became clear. As a result, about a system, each structure of the congestion became clear. The common viewpoint was mainly a side effect of importance analysis and the output of the function quality in the bio metabolism system and the QC process. It was suggested that it should have been built by management according to the function to do an importance classification of this function quality.
