The implementation of the Asean-China Free Trade Agreement (ACFTA) is one of causes decrease in domestic industrial production volume. Products are not only losing the innovation and variation, but also price so it is difficult to maintain the business sustainability. Craft industry center in Bantul is one of group entrepreneurs that has the potential to survive the strength of business network that has been built, but it does not mean that it is free from the threat of the global market. So, it is required an evaluation and recommendations on policies that can be done to develop the existing potential. The method used in this study is cluster analysis, TOWS analysis, and QSPM. Cluster analysis is used to grouping craft centers based on characteristics of the variables so it knowable the advantages and disadvantages of each cluster. These results are used as input for TOWS analysis that optimize the progressive alternative and minimize potential threats. Finally, QSPM used to determine the priority of alternatives that must be done. The results of this study indicate that the craft center in Bantul consists of some cluster, where the government should provide support such as things that are influential and beneficial to the cluster formed. Universities can suggest alternative technologies in each clusters that formed, investors can also play a role in investing funds in the existing clusters. While the entrepreneurs themselves need to strengthen internal weaknesses that can be innovation and creativity of craftspeople in the industry producing them.
