Indonesia has determined to apply the principles of democratic governance in state government. It is spelled out in opening and preamble of Basic Constitution (UUD 1945). In fact, the application is not effective yet. Moreover, in 66 years of Indonesia, democracy in the life of nation and state isn't significant with community welfare. Democracy value which is meant as state government that born from, by and for the people is still focused on the state government that gives priority the principle of from and for the people, because the government is still busy with internal issues. While the meaning of democracy for the people is not effective yet to carry out. Negative implication of the spirit of developing democracy is still much poverty, unemployment, injustice, agitation, powerlessness in all levels of society. Concerning to it, we have to build a rational and objective democracy in state government of Indonesia that is able to realize the intrinsic value of democracy and substantive which is to realize a welfare people in all aspects of living as the benefit of democracy.
