The purpose of this study is to discuss democratization process in East Java, West Sumatra, South Sulawesi and Bali by examining the role of local culture, actors and local institutions in promoting and pushing local democracy. Their roles are currently attracting great interest in local politics because political change since 1999 has give greater strength to local politics and local democracy. this study considers the extent to which local politics influence local democracy. the implementation of decentralization (since 2001) and direct regional elections (since 2005) gave rise to an invigorated role for regions resulted in its inclining involvement in promoting the economic development in regions and improving good local governance. A relatively strong local politics and democracy and the increasing political awareness of local people have become reality today. These changes have put paid to question about the involvement of political parties and the influence of societal forces in the formation of policy. The local government or bureaucracy can no longer exist as it was in the New Order, and , in fact, has responded to societal needs by adjusting to the new political climate. Case studies of East Java, West Sumatra, South Sulawesi, and Bali were used to pursue this theme. The purpose was to illuminate the process by which democratization in four provinces became a reality regional elections were used to test the local democracy.
