This research was conducted based on the need of inventory mapping of the potential issues leading to polemic related to the village government system. this study aims to find out the different between Local Regulation (Perda) about the village government system and the issues in Local Regulation concerning the village government with potential problems. This study is a descriptive analytical research, describing and analyzing the phenomenon and targeted object. In this case the analysis was performed using content analysis method and literature study. The documentation technique was used to collect the secondary data collected from the law product (regulation) of Regency Government. The technique data analysis performed in this research is consistent with the procedure of qualitative research: by collecting data, interpreting, and drawing a conclusion. The findings of the study shows that the content of Local Regulating concerning the village government in Boyolali and Karanganyar Regencies substantially have similarity and differences. the similarity an difference are: organizational structure and village government work procedure: Village Representative Council (BPD); Village Chiefs (Kades); Village Aparatus (Perdes); society intitutions; village cooperation; village income source; Village Income and Expense Budget (APBD Desa). Such issues are potential to be a polemic or controversy; both among the internal village government, between village government and the higher government, or village government and society or third party.
