Discourse constitutes an opinion based on a number of arguments and ceriain paint of views to reach a position or way out toward a common problem. The problem of Jakarta as the capital of the republic of Indonesia, which is instatenously acting as centers in the economic, educational and tourism fields are regarded as factors causing the now of migrant density of population. Moreover, flood disaster and pollution tend to increase. The opinion to transfer the state capital seems reappear along with the, idea of applying equalization of justice among provinces. So far Jakarta has managed assets oontributed by the provinces, nevertheless, what is returned to the area has'nt been proportional. If the province has the opportunity to become a stete capital, the possibility to manage the stete budget to advance regional territory is expected more apparent. Research discovers that the most respondents opine that the transfer of the capital ai the moment appears merely as a discourse which requires a deeper study. There are arguments that by transferring the capital, a decrease of the Jakarta burden, equality of the reconstruc6on and development of the national territory cen be gredually and alternately implemented.
