Two experiments were conducted to examine the effects of shifting base rates or relative frequencies of categories at different points in training. Medin and Edelson (1988) observed an inverse base-rate effect, and theories addressing this effect stress frequencies prevailing during learning rather than overall frequency as the mediating factor. Early and late frequency differences had differing consequences. Inverse base-rate effects were observed only for initial frequency differences. Frequency later in training was associated with direct rather than inverse base-rate effects. These results suggest that inverse base-rate effects are a by-product of some form of competitive learning
