Jakarta Development has ignored the aspirations of the citizens and it is heavily oriented to top-down approach. The result of public ignorance in the public ignorance in the policy of Jakarta development has been empirically proven to cause rejection; citizens access to the policy is very limited. All the limited public participation have impacted on ineffective implementation of urban policy and their functions. Participatory development should be developed more actively, as a community based-model that involves the community in decision making, management and urban settings. Jakarta special autonomy should be meaningful for the citizens of the city as the authority to regulate and administer by local authorities which have a direct impact to the welfare of the citizens; therefore citizens of cities have a motivation to participate to the regulation and supervision of the city. Various forms of public participation that should be able to pave the way for local authority relations with the citizens and can be managed to be more serious and consistent.
