Jakarta as capital of State and center of government of Unitary State of Republic of Indonesia emerges consequences of a high contraction of economic activity and in its turn bears/physical, artificial demographic, socio-political and cultural burden which are not easy to be overcome. Traffic jam, flood, basically, become a strong indication to be the trigger of making plan to remove this burden to another place. Among others is to consider the alternative of removal of the capital of the state to another place and in the same time will carry a great number of activities of high state's institution to that location. The process of status changing and removal will emerges very hard consequences. Whether is proper or not the choice of this alternative compared to the urgency of the real problem faced by Jakarta? This writing focuses its attentionto the interpretative study on policy and regulations which coming in force accompanied by macro study on possible consequence of state capital removal by using content analysis. Apparently, it is not easy the consequence of removing the state capital, and the changing of regulations on the capital of state will emerges a broader consequence which embraces concept and implementation of policy, Planning, Program and its implementation.
