The perfoemation order pushed the need for amendments to the changes the substance of 1945 Constitution. The political system of the Republic of Indonesia should be a fundamental overhaul since the development of flow/dynamics that grow on the experiences of state and nation. The purpose of this paper is to clarify the provision of a new term to the Pancasila, the 1945 Constitution and Unity and the Republic of Indonesia and straighten essence a new term that is attached to the articles of the 1945 Contitution, Unity of the Republic of Indonesia. The method use is the juridical Normative and described scientifically. It can be concluded that Indonesia could become a nation and the State which has the identity and the power of leverage all the potential and guarantee all citizens obtain their right because it was built on the identity of Pncasila, the 1945 Unity in Diversity.
