Lagging reorganization of state and local governments has handicapped family research with a lack of comprehensive data on vital statistics. Meanwhile, considerable effort has been made in metropolitan courts to introduce reconciliation procedures after divorce is initiated. Counseling at the point of marriage application, which would be more beneficial than at the point of marriage deterioration, could be accomplished if a state health department assumed responsibility for administering marriage laws. This department could then coordinate and improve all its health functions.
